Presidential systems
executive ableness = president
legislative power = unicameral or bicameral parliament
both have legitimacy derived from tribe
USA
president is the only executive, the only one responsible
president is likewise the prime minister and the direction symbol of the state
president cannot vanish (rozpustit) parliament
parliament cannot dismiss president (singly impeachment)
system of checks and balances – limits of powers – unconditioned separation of powers
Hard to assert who wins, if there is a interfere between the president and the british legislature, because they have the same legality. Army decides many times. That’s why this system isn’t good because new democratic states.
In 1995
Conflict in USA: President Clinton vs. Congress. Budgetary trial. Clinton wanted a socially friendly package (it was close to elections). Congress changed it to one unfriendly budget. Clinton used veto and proposed again – tot~y the same again and again. It was not signed at every part of. Clinton had no money – state president and cabinet was closed. No state officials at all. At the end Clinton signed the proposition of Republicans. Who won? US-view is that Clinton won, because he accepted put at hazard and so is a responsible dabbler in politics.
Parliamentary systems
head of state = president or prince ruler - legitimacy derived from the parliament
prince ruler- very limited power, symbol of the grandeur
executive power = prime minister + cabinet
law-making power = parliament
parliament is elected forthwith
prime minister with his cabinet has to passage the “vote of confidence” (normally at the opening)
on the other hand they can face the “vote of no-belief”
president can dissolve the parliament
parliamentary systems are normally unwavering
example: CR, GER, HUN, IT
Semi-presidential systems
charged with execution power = president + prime minister
legislative cogency = parliament
president and parliament are the couple directly elected
president is mostly waterish – Slovakia, Poland, Ireland, Iceland,...
