Consumer Protection Act, 1986
[68 of 1986]
An Act to collect for use for the better protection of the portion of consumers and for that purpose to arrive at provision for the
establishment of consumer councils and other judgments for the settlement of consumers’ disputes and because of matters
connected therewith.
Be it enacted through Parliament in the Thirty-seventh year of the Republic of India in the manner that follows :—
Chapter I
Preliminary
Short style, extent, commencement and application.
1. (1) This Act may exist called the Consumer Protection Act, 1986.
(2) It extends to the uninjured of India except the State of Jammu and Kashmir.
(3) It shall approach into force on such date because the Central Government may, by advertisement*, appoint and different dates may
have existence appointed for different States and because different provisions of this Act.
(4) Save for example otherwise expressly provided by the Central Government ~ dint of. notification, this Act shall apply to everything goods and
services.
Definitions.
2. (1) In this Act, if not the context otherwise requires,—
1[(a) "appropriate laboratory" means a laboratory or organization—
(i) recognised through the Central Government;
(ii) recognised through a State Government, subject to of the like kind guidelines as may be prescribed ~ the agency of the
Central Government in this profit; or
(iii) any such laboratory or organisation established through or under any law for the time substance in force,
which is maintained, financed or aided ~ dint of. the Central Government or a State Government instead of
carrying out analysis or test of at all goods with a view to determining whether like goods suffer from
any defect;]
2[(aa) "cognate line office" means—
