The Functions of Diplomacy

Diplomacy has existed before this the beginning of the human generation. The act of conducting negotiations
between two persons, or two nations at a huge scope is essential to the upkeep of international affairs.
Among the many functions of artful management, some include preventing war and impetuosity, and fortifying
relations between two nations. Diplomacy is greatest in quantity importantly used to complete a specified agenda.
Therefore without diplomacy, much of the world’s affairs would be abolished, international organizations
would not exist, and in heaven all the world would be at a faithful state of war. It is despite diplomacy that
certain countries can remain in harmony.
There has not been a documented fright of diplomacy; however there have been instances ranging back
to the 5th hundred years where diplomacy arose in certain nations. Dating back to 432 B.C, the Congress of
Sparta was one “illustration of diplomacy as organized ~ the agency of the Greek City States” (Nicolson 1). The origin
of the word “diploma” comes from separate sides of the earth. In Greece diploma meant “folded in two”,
while in Ancient Rome the word was used to describe travel documents. Often epochs the word diplomacy
is given various meanings. Many times will the accents “policy” and the word “negotiation” have existence seen as
synonyms; hence the word “diplomacy” and “foreign diplomacy” are deemed to have ~ing similar (Nicolson 3).
These “synonyms” of international business are all faulty. While they may be very similar in some cases, they are
not the exactly the identical. Sir Harold Nicolson who was some English Diplomat born in Tehran, Persia, states
that:
“Diplomacy is nor one nor the other the invention nor the pastime of some particular political system, but is ~y
essential element in any reasonable affinity between man and man and betwixt nation and nation”
(Nicolson 4).
For the upkeep of the International System, international business is used in every corner of the world. Without it
many nations would not exist able to conduct successful negotiations.
While great number are not able to find a unequivocal beginning or creation of diplomacy, modern diplomacy has
become much more advanced and great number aspects have changed over the years. The Peace of Westphalia
in 1648 created the capital modern diplomatic congress in addition to creating a unaccustomed world order in central
Europe based adhering state sovereignty. Much of Europe began to modify after the introduction of modern
tact. For example, “France under Cardinal Richelieu introduced the new approach to
international relations, based on the nation-state and motivated ~ means of national interest as its ultimate
purpose” (Kissinger 17). The New World Order began to carnation in all of Central and Western Europe.
Great Britain argued despite the “balance of power” which kept European diplomacy alive for the next 200
years (Kissinger 17). Every abiding habitation in Europe contributed a little to the artful management the world has today.
The equalizer of powers theory that many distinguished realists such as Francsesco Sforza, Machiavelli, and
Guiciardini argued was and quiet is an essential component of fresh diplomacy. Many could argue that
art of negotiating is a product of society and record itself. As countries progress different aspects are added to
art of negotiating. Separation of powers, national interest, and a country’s sovereignty are only a scarcely any elements
that were added to present diplomatic history. Therefore, diplomacy can be seen as an ever-changing
universal, the same way International Relations between countries fluctuate. Author of The Pure Concept
of Diplomacy Jos Calvet De Magalhes detailed that “continuity of the diplomatic institution throughout
thousands of years and in wholly known civilizations shows that diplomacy is one institution inherent to
international life itself, some that may undergo transformations or may have ~ing used with more or less
violence, but cannot be dispensed with” (Szykman). As Henry Kissinger states “By pursuing its have
selfish interests, each state [is] presumed to give to progress, as if some unseen hand were
guaranteeing that freedom of option for eac state assured well-sentient for all” (Kissinger 22), In the path
of all diplomatic history
“[…] no unpolished has influenced international relations as decisively and at the corresponding; of like kind time as ambivalently
as the United States. No the community, has more firmly insisted on the inadmissibility of interposition in the
domestic affairs of other states, or additional passionately asserted that its own values were invariably
applicable. No nation has been greater amount of pragmatic in the day-to-day conduct of its diplomacy, or further
ideological in the pursuit of its relation moral convictions. No country has been added reluctant to engage
itself abroad so much as while undertaking alliances and commitments of new reach and scope”
(Kissinger 18).
The United States intractable tendencies to succeed have made it some of the most influential countries
in the race of diplomacy. “The most famous of the whole of peace proposals following World War I was the
program of Fourteen Points, delivered by President Woodrow Wilson in 1918” (Szykman). Most can argue
that without the United States, abundant of modern diplomacy would be gone.
There are in deed many functions of diplomacy that show diplomacy an essential ingredient for somewhat
peaceful and efficient change. The conception to negotiate with other persons has always been the same, to
have more fit relations. Over the course of international business being in existence, the structure of diplomatic posts
has changed from a un~ one to an organized institution made as antidote to a specific purpose. While the
composition of diplomatic posts has changed, the functions ever remained the same. There are four
functions of negotiation. The first function involves “representing a condition’s interests and conducting
